Un recuento histórico para comprender lo que nos se nos viene

Todo gobierno que se quiera imponer a la fuerza, no tiene legitimidad. Cada semana se suman más muertos y más grupos se alzan en protestas contra el gobierno de turno y contra el Congreso. Esta vez, se han sumado inmensas oleadas de jóvenes y estudiantes. Ello renovará de energía las protestas y movilizaciones sociales.
Si hacemos el intento de comprender los movimientos sociales desde una perspectiva social e histórica, fuera de los apasionamientos ideológicos, es decir, desde una perspectiva académica, notaremos que los levantamientos sociales contra los Gobiernos de turno presentan algunas características comunes cuando son imparables. A mi juicio son cuatro factores: 1) Cuando las diferencias sociales son inmensas; 2) Cuando la confianza en las autoridades es pobre, y pese a ello, estas toman decisiones en contra de las demandas ciudadanas; 3) Cuando un pueblo informado percibe que las oportunidades para hacer riqueza no son igual para todos; y 4) Cuando un sistema se está gestando dentro de otro.
En este momento histórico que vivimos, considero que se vienen activando los tres primeros factores. Está descartado que los movimientos sociales se estén movilizando por un cambio de sistema (Capitalismo – Comunismo), y no se percibe que eso pueda pasar, al menos en el corto y mediano plazo. Pero los tres primeros factores, como ya dije, sí son fáciles de identificar y corroborar en base a hechos históricos, en qué terminarán. Repasemos algunos movimientos emblemáticos para ilustrar nuestras afirmaciones.
Empezaré por la revolución francesa. Esta se desencadenó durante la monarquía de Luis XVI, quien decidió continuar con la opresión que históricamente venía padeciendo el pueblo francés. No hizo las reformas profundas que le exigía el pueblo cada vez más ilustrado: principalmente aquella de salir de la monarquía absoluta y encaminarse a un régimen republicano. Luis XVI no escuchó, no atendió el pedido del pueblo y por el contrario reprimió al pueblo francés. ¿El resultado? El pueblo se enardeció tanto que terminó tomando la Bastilla, un 14 de julio 1789, un lugar donde se encarcelaba a los opositores al régimen y se podía conseguir armamento.
Otra revolución importante es la de 1830. Esta se gestó por el incumplimiento del sueño de libertad e igualdad prometida por la revolución francesa. La burguesía toma el poder, y poco a poco se instauró una nueva dictadura: la de Maximiliano Robespierre. Luego vino el imperio de Napoleón Bonaparte y su posterior caída en Waterloo, donde fue derrotado por la séptima coalición. Posteriormente se instauró el Congreso de Viena y se acordó el retorno a la monarquía absoluta. El rey transitorio, Luis XVIII, no reconoció los principios que se habían establecido en la revolución francesa. Más por el contrario se concentró en perseguir y eliminar a todos aquellos que estuvieron del lado de Napoleón. Tras la salida de Luis XVIII ingresó Carlos X. Este fue más radical en el desconocimiento de los principios de la revolución francesa. Pero el pueblo ya tenía internalizado principios elementales de derechos universales. Carlos X intentó acallar a sus críticos cerrando una de las cámaras del parlamento, silenciando a la prensa, persiguiendo opositores y eliminando la convocatoria a nuevas elecciones. Obviamente la gente se reveló contra el régimen. Y no paró, pese a los muertos, hasta tumbarse al régimen de Carlos X, quien renunció y terminó exiliándose en Inglaterra.
Otro acontecimiento importante es la revolución de rusa de 1917. Una de las más potentes y quizá, más importante que la revolución francesa, por sus rápidos efectos a nivel mundial como lo sostiene el reconocido historiador Eric Hobsbawm. Esta revolución, tuvo sus orígenes en la desigualdad social. Pedro, el Grande, había iniciado la modernidad en Rusia, lo cual estaba bien. El problema es que ésta se concentró en la ciudad, quedando postergados de la modernización miles de habitantes rurales. Los posteriores zares rusos tampoco llevaron la modernidad al campo de forma amplia. La gente del campo se alzó en protesta, a cambio recibía represiones. Al poco tiempo vino la derrota de los rusos en la guerra contra los japoneses, lo cual encendió más al pueblo ruso, impulsando con ello más movilizaciones pidiendo cambios y reformas. La represión de los zares aumentaba, la protesta social también.
A más muertos, más radical la protesta. Las condiciones facilitaron que muchas personas se adhieran y expandan las ideas marxistas, potenciando con ello más movilizaciones sociales que obligaron al Zar Nicolás II, en 1917, a abdicar de su trono. Al poco tiempo Alexander Kerensky intentó instaurar un gobierno burgués, pero no cumplió con una de las demandas principales de su pueblo: retirarse de la primera guerra mundial. Al no cumplir esta demanda, se armó otra revolución, esta vez dirigida por Vladimir Ilich Ulianov, más conocido como Lenin, quien creó la Unión Soviética.
Otra revolución que deja lecciones importantes es la revolución China. Esta surgió luego de la guerra entre Rusia y Japón. Los chinos, que venían por años viviendo bajo regímenes monárquicos tradicionalistas se dieron cuenta que la industrialización, emprendida por los japoneses, les había dado la victoria. Por eso empezaron a exigir reformar y estas se fueron dando, de forma muy desigual: concentrada en las ciudades y casi nada en las zonas rurales o sectores campesinos. Ello provocó la aspiración de cambio de la monarquía por república. Un carismático líder chino, Sun Yat-Sen fundó la Kuomintang (más conocido como el partido nacionalista chino), que terminó expulsando definitivamente a casi todas las monarquías.
El marxismo que ya había calado fuertemente en rusia fue expandido a China, y así fueron incorporando la visión socialista. Ya para 1925 en Shanghái, un ideologizado pueblo chino reclamaba al gobierno el cumplimiento de reformas que, por años, reclamaba para el campo. El gobierno, respondía con represiones muertes. Frente a tal sangrienta represión, un carismático y radical Mao Tse Tung se revela totalmente contra el gobierno de turno dirigido por la Kuomintang y termina fundando la República Popular China en 1949, luego de vencer a Chiang Kai-shek y pasar tremendos momentos difíciles, como persecuciones y exilios.
¿Qué lecciones nos dejan todas estas movilizaciones? Pues que hay que hacerle caso a la población cando hay una demanda justa, y multiplicidad de sectores la respaldan. De lo contrario las cosas se pueden salir de control. Las consecuencias pueden ser fatales si dejamos que las cosas lleguen a peores. Sino no queremos que algún día las ideas radicales se impongan.
Lo grave de todo esto es que un pueblo enardecido, puede llevar a extremos su sed de justica y encargar a lideres muy radicales la decisión de ejecutar acciones. Por el bien del país Dina debe renunciar y el Congreso agilizar su salida para este año. No hay negociación en este punto. Nuestra clase política ha envejecido, sin importar su edad biológica, todos están contaminados de la misma peste ideológica y rancia. El clamor de González Prada ha vuelto a tomar vigencia: ¡jóvenes a la obra y viejos a la tumba!
Nuestros políticos están deslegitimados para hacer reformas. Los resultados pueden ser fatales si los que están anclados en el poder no tienen la nobleza e inteligencia de comprender que se van quedando sin defensores. ¡Que se vayan!
