#BRICS

Brasil, Rusia, India y China formaron originalmente el bloque en 2009 después de una serie de reuniones y entendimientos. La primera Cumbre BRIC se llevó a cabo en Ekaterimburgo, Rusia el 16 de junio del mismo año, donde los jefes de estado específicos acordaron fortalecer el diálogo y la cooperación entre ellos.
Al año siguiente, en Brasilia, Brasil, en abril de 2010, se realizó la segunda Cumbre, donde los líderes de estos países enfatizaron la necesidad de un sistema intergubernamental global multidimensional.
Luego, en su tercera reunión en Nueva York en septiembre de 2010, los BRIC acordaron la entrada de Sudáfrica. Sudáfrica logró incorporarse luego de un fuerte esfuerzo como resultado de su activa política exterior, cambiando esta coalición de estados de «BRIC» a «BRICS».
En la Cuarta Cumbre en marzo de 2012 en Nueva Delhi, India, se hizo un primer anuncio del establecimiento de un Nuevo Banco de Desarrollo (NDB), que se formalizó en su Quinta Cumbre en Durban, Sudáfrica en 2013, con la clara intención de independencia de los BRICS por el Fondo Monetario Internacional, el Banco Mundial, Estados Unidos y la Unión Europea. El acuerdo para su establecimiento, luego de resolver disputas por cuestiones organizativas, se alcanzó finalmente en 2014, durante la sexta reunión de los BRICS en Fortaleza, Brasil.
Los países BRICS comprenden el 40% de la población mundial, que asciende a más de 3.100 millones de personas. BRICS coexisten países con diferentes grados de desarrollo y diferentes estrategias.
Brasil es el país más grande de América del Sur, tanto en población (alrededor de 213 millones) como en superficie, ya que ocupa 1/3 de América del Sur por sí solo. También es el cuarto país más rico de las Américas en términos de PIB. Sin embargo, no cuenta con la infraestructura adecuada (red vial y ferroviaria inadecuada, infraestructura portuaria inadecuada, etc.) y en combinación con la extrema desigualdad económica (1 de cada 4 ciudadanos vive en la pobreza absoluta) no le permiten emerger como una superpotencia económica. Según el Índice de Competitividad Mundial del Foro Económico Mundial, Brasil ocupó el puesto 108 entre 137 economías en 2017 en términos de calidad general de su infraestructura. Los escándalos de corrupción también están presentes en el país. Brasil se ocupa de cuestiones regionales.
Rusia, que es el país transcontinental más grande del mundo de influencia global y una gran economía, también posee el arsenal nuclear más grande del planeta y un enorme poder militar, que ha utilizado en Siria y ahora en Ucrania. Rusia ofrece el mejor nivel de vida para sus residentes, en comparación con el resto de los países BRICS, con un 3,5% del PIB gastado en educación y un 3,1% en salud pública. El número de residentes que viven por debajo del umbral de la pobreza asciende a sólo el 0,2% de su población. La economía rusa sufre, sin embargo, el problema crítico de la corrupción -que existe en todos los países en mayor o menor grado- así como la importante falta de infraestructura bancaria, debido a mercados financieros insuficientemente desarrollados, dificultad para obtener préstamos y limitada opciones de inversión.
India es una potencia mundial emergente con una economía en constante crecimiento. Actualmente es la quinta economía más grande del mundo en base a su PIB, mientras que su territorio alberga la segunda población más grande del mundo, después de China, llegando a cerca de 1.400 millones de personas. El crecimiento del PIB del país ha estado entre los más altos del mundo durante la última década, logrando un crecimiento anual de entre 6 y 7%. Sin embargo, India tiene uno de los ingresos per cápita más bajos del mundo, mientras enfrenta enormes problemas sociales en el hogar debido a la pobreza. India tiene los porcentajes más bajos del PIB gastado en educación y salud entre los BRICS, con 2,7% y 1,2% respectivamente. India tiene una orientación regional.
China, que alberga a 1.400 millones de personas, se está expandiendo rápidamente con penetración económica en Asia, América Latina, África y otras regiones del mundo. Es el gigante económico del Este con una tasa de crecimiento anual del 6,6%, amenazando así la primacía económica de EEUU. China ha sido el principal exportador mundial desde 2014. Al mismo tiempo, China, aunque es la segunda economía más grande del mundo, sigue siendo un país de ingresos medios, ya que su ingreso per cápita todavía es solo alrededor de una cuarta parte del de los países con altos ingresos y unos 375 millones de chinos viven por debajo del umbral de pobreza de 5,50 dólares al día. Finalmente, la corrupción aparece en tasas particularmente altas.
Sudáfrica, debido a su posición geográfica en el extremo sur del continente, que le da acceso a dos océanos, es un país-hub. Sudáfrica es el mayor socio comercial de China en África. Al mismo tiempo, cientos de empresas chinas, tanto estatales como privadas, están actualmente activas en el país. La economía de Sudáfrica es la segunda más grande del continente africano detrás de Nigeria. Posee riquezas naturales en oro, plata y carbón pero también uno de los índices de desigualdad más altos del mundo. El 10% más rico de la población posee alrededor del 71% de la riqueza neta, mientras que el 60% inferior posee el 7% de la riqueza neta. Es un país con un peso político particular en África como el único estado africano miembro del grupo G20, que, sin embargo, necesita un esfuerzo de reforma para su mayor desarrollo económico.
Los BRICS son, por tanto, el campo contrario de Occidente, ya sea que se exprese políticamente, mediante la alianza Estados Unidos-países anglosajones-Unión Europea, o militarmente, con la OTAN, o económicamente, con las organizaciones económicas internacionales de origen estadounidense, como el FMI, el Banco Mundial o la Organización Mundial del Comercio. La dirección estratégica del bloque es una estrecha cooperación para contrarrestar de manera efectiva y exitosa la arquitectura financiera internacional dominada por Estados Unidos.
Después de quince años, durante los cuales muchos cuestionaron la viabilidad del esquema, los equilibrios globales existentes conducen a la ampliación del bloque. Muchos países han expresado su deseo de convertirse en miembros de BRICS, como Argentina, Egipto, Venezuela, México, Irán, Vietnam, Bangladesh y otros.
Para terminar, me gustaría enfatizar que la agenda de los BRICS, que han logrado consolidar su posición en el escenario político y económico mundial, conduce a la reducción del dominio de los EE. UU. y del mundo occidental en general y al establecimiento de una nueva realidad multipolar.
